Bob Gaston
Bob Gaston is the CEO of ARC Industries, Inc. He holds a Bachelor of Science in Psychology from The Ohio State University and a Master of Public Administration from the John Glenn School of Public Administration.
ARC Industries currently serves approximately 1,300 individuals, primarily in the Central Ohio area. Services include adult day services, vocational and employment services, behavioral health services, and non-medical transportation. ARC will be adding new service lines in the coming year as part of a strategic initiative to diversify service offerings and revenue streams that will ensure continued long-term sustainability of the organization.
While pursuing his degrees at OSU, Bob began his career in the field as a part-time recreational Direct Support Professional (DSP) in a residential services program. He later served as a live-in home manager and eventually became the CEO of the provider agency, gaining firsthand experience in direct care and leadership roles that shaped his approach to service delivery and organizational management.
Bob has extensive experience in the field of developmental disabilities, having served as the Director of Adult Services for the Pickaway County Board of Developmental Disabilities, as well as in similar leadership roles with the Fairfield County Board of Developmental Disabilities and the Franklin County Board of Developmental Disabilities. His leadership is deeply influenced by his personal experience growing up with a brother with a developmental disability, shaping his commitment to enhancing the quality and impact of services provided by ARC Industries.
Bob serves on the OPRA Board of Directors, where he is the Chair of the Governance Committee, and is a founding member of the Ohio Provider Management Services Organization. He is also an active member of The Ohio State University community, belonging to the President's Club and Buckeye Club, and is a Lifetime Member of the OSU Alumni Association.
Tim Neville
Tim Neville is an executive leadership professional with over 25 years of diversified experience in social services, with specific experience in senior-level leadership, strategic operational leadership, budgetary development, and implementation in intellectual/developmental disabilities services.
Tim is the President and CEO of Echoing Hills – founded in 1967. Echoing Hills – a faith-based organization – provides residential (ICF/IID and HPC), educational, recreational, community respite, employment, and adult services throughout Ohio, serving over 700 individuals with intellectual and/or developmental disabilities a year.
Tim has been a part of the field of intellectual/developmental disabilities since 1991, when he served as a camp counselor at Camp Echoing Hills. Tim’s life mission is to serve, love, and lead the marginalized and disenfranchised of society to live a fulfilled and enriched life. Tim received his bachelor’s degree in business management from Pensacola Christian College and his master’s in business and strategic leadership from Roberts Wesleyan College. Throughout his professional career, Tim has served as Program Director of Community Based Services, Director of Waiver and Adult Services, Regional Director, Regional Vice President, and Vice President of Operations, giving him extensive experience and insight into the field.
Tim was appointed to the OPRA Board of Directors in May 2023 to fill an At Large Director seat, a testament to his leadership and commitment to the field. Today, he serves on the Board of Directors in OPRA District 3 as he knows there is much work to continue building trusting relationships with those served, their families, DODD, and other stakeholders in our system. Tim is also a founding member of the Ohio Provider Management Services Organization.
Tim is passionate about advocating for individuals served and Direct Support Professionals with our state legislators and those representing Ohioans at the federal level. He believes this is a primary focus of his work at Echoing Hills so that all Ohioans in the field can live enriched lives.
Stephen Colecchi
Stephen Colecchi currently serves as CEO of Hattie Larlham, a not-for-profit entity that provides services to individuals with intellectual and developmental disabilities at over 75 locations throughout Northeast and Central Ohio. Hattie Larlham provides a full range of services, including residential services, day programs, and vocational and employment training. The Hattie Larlham Center for Children with Disabilities, a 124 bed ICF residential facility in Mantua, Ohio, serves as the organization’s flagship program.
Colecchi is a 1976 graduate of Kent State University with a Bachelor of Business Administration Degree. Colecchi continued his formal education at the University of Akron School of Law obtaining a Juris Doctor in 1979. While at the University of Akron, Colecchi served as Managing Editor of the Akron Law Review.
Colecchi currently serves as a member of the Board of Directors of Hattie Larlham Center for Children with Disabilities, Hattie Larlham Foundation, Ohio Provider Management Services Organization (President), Ohio Provider Resource Association, Ohio Provider Resource Association Foundation, Portage Development Board and PBS Western Reserve (Board Chair).
Colecchi was President and CEO of University Hospitals Portage Medical Center (Robinson Memorial Hospital) from 1994 to 2016. Colecchi began his career in health care at Robinson Memorial Hospital in 1985 as Senior Vice President and General Counsel. He served in that role until his appointment as President and Chief Executive Officer. Colecchi is a Life Fellow of the American College of Healthcare Executives.
Colecchi was a member of the Kent State University Board of Trustees from 2008 to 2017, serving as Board Vice Chair, Board Secretary, and Chair of the Board’s Finance and Administration Committee. He was the founding board chair for Leadership Portage County, the Portage Development Board, and the Children’s Advocacy Center of Portage County.
Early in his career Colecchi was in the private practice of law in Ravenna, Ohio. He also served as an Assistant Portage County Prosecutor and as Assistant Law Director and Prosecutor for the City of Kent, Ohio.
Colecchi is currently Of Counsel at the law firm of Brennan, Manna & Diamond, LLC.
Colecchi was awarded the Portage Medical Center Foundation’s Distinguished Service Award in 2016. Colecchi was named in 2010 as a recipient of the Leadership Portage County Burbick Leader of Distinction Founder’s Award. He was also recognized for his community involvement by being named Grand Marshall of the 2000 Ravenna Balloon-A-Fair Parade.
